Safety Reminder - Leash Laws

Under Harris County law, dogs must be on a leash when walked in public areas.

To ensure public safety, the constable will be issuing citations to owners who walk their pets off-leash. This enforcement is necessary as animals can behave unpredictably when encountering others.

Additionally, off-leash dogs face risks such as:

  • running away
  • being stolen
  • being hit by a vehicle

Pet owners should also be aware that they may be held liable if their animal harms another person or damages property.

For the safety of everyone in the community, please keep your dogs leashed. Owners who choose to disregard this requirement should expect to receive a citation.
